...even during the periods of highest discharge and lowest recharge, index well J-27 in Uvalde County did not trigger CPM restrictions.  During these same periods, water levels in J-17 in Bexar County triggered the most severe CPM restrictions.

The following reports are available for your reveiw.  We hope you'll read these reports, study them, ask us any questions, and have a better understanding of the Edwards Aquifer and how utilizing an unused resource can provide tremendous benefit to the whole Edwards Aquifer region.
Economic Impact
Study - Uvalde County
The purpose of this study is to analyze the impact of payments made for the temporary transfer (by lease) of Edwards Aquifer irrigation pumping permits from Uvalde County to municipal and industrial uses outside the county.  This study analyzes multiple scenarios, each using a different payment price.  The results of this study should provide information useful to Uvalde County business owners, community leaders and residents as to the possible impacts such transfers could have on the local economy.

Economic Impact
Study - Medina County
The objective of this report is to compare and contrast the hydrogeologic characteristics of the Uvalde and San Antonio pools of the Edwards Aquifer based on historical water level data and estimates of recharge to, and discharge from, the aquifer. The results of this analysis can be used to evaluate the potential for future use of irrigation water rights in Uvalde County for transfer to Bexar County.

This report details specific issues, discrepancies, and potential problems with the three model reports. A more detailed point-by-point comparison of the three reports is included as Appendix A. General comments on SAWS’ responses to a set of questions posed to them by Mr. Trae Willoughby are included as Appendix B. Finally, a set of questions raised by this review, which are not adequately satisfied by the three reports discussed here, is included as Appendix C.
